Is there any free cloning software that can be used to clone a SSD drive to a new drive that can be used in a different PC with different hardware?

It depends if the drive is a boot drive or storage.
If just storage Macrium Reflect freebis what I have used in the past.

It can clone it.
If it works/boots or not may depend on how different the hardware is.
It may be worth a try mind, as I have previously switched out a amd board, for a intel board and CPU and not touched windows and it booted.
I was going back to the amd board once a replacement arrived so this was a temporary measure.
But it's not idea, if it does work as you'll be removing chipset drivers etc. Clean install usually better
