SSD is a solid state drive. In other words one that doesn't really use the rotating platters.

As for your question on OS, no - Vista will just fine on any drive, as long as it has enough space for it (40 GB or more is really recommended for the OS) though Vlite can strip down the somewhat large (up to 10GB of space) install quite a bit (to under a gig if you try hard enough).

A fast hard drive is nice though, just like any OS because it improves the "snappiness" of the system.
