Start bar, All Programs Automatic [Vista]

Sorry about the vague confusing title, not sure how to describe it. When using Vista, it's starting to really **** me off that, when I go to check my emails, or use one of the often used programs in the start bar, but it always automatically goes to 'All Programs' so end up clicking whatever is in the same position as the program I want to use.

Lol, this is really hard to explain, does anyone know what I mean?

Lol, I really can't explain it. I think it's because when I click start and move my mouse up, it obviously goes over 'All Programs' and so open it up. Is there a way to only make All Programs open if I click it?
