Start up issue

When i start up my pc the fans e.t.c start for a couple of seconds then stops for a couple then gets going again and occasionally hangs on the windows screen bit just before log on.
On win 7 x64 off ssd
I know my cpu is oc'ed but it will pass any test once in windows, i think it did it with my last board too p67 e8500. So is it my psu doing this?(using same one) is it normal??

could be your PSU but i would try it at stock clocks even though it is stable through prime.if you have a spare psu try that

Not got spare psu, is there anyway to check how stable the volts/amps is being produced??
If memory serves me it has only started doing the occasional lock up on boot when i installed ssd but it has always done the stop start boot with this psu
