Start up problem

Afternoon all!
My pc's been having problems off and on for a few months now with starting up. All the usual Windows stuff comes on just fine, then the wallpaper loads as normal then....nothing. I get a blank blue bar where the toolbar should be, the icons come up but most of them without the little picture that accompanies them and none of them work. The mouse cursor works and when I put this onto where the blue bar is the hourglass comes on. It almost seems as if it's lost its way when loading Windows and is trying to remember what to do next.
Its in a shop at the mo having diagnostics done and I've spoken to the owner and he's said it's doing the same thing with their own test hard drive in.
I've got a pic of the screenshot on my phone if the description's a bit baffling, lol!
Someone else who works with my missus reckons it might be a virus...any ideas?
I apologise if this is in the wrong place and it turns out to be a software issue!
 
should have tried a windows repair, or format before sending it off and wasting money most of what they do can be done at home very easily by you, sounds like a windows issue tho if it's still happening with their test hard drive.. could be anything.
