I would say 4.5 is a good and realistic target. Volts wise anything under 1.4 is fine so long as your temps are kept in check. Under stress testing I aim for under 80c, which in games that I play means around 65c max which is comfortable I think. This is all on air by the way.
It will depends on your chip and the silicon lottery, but as an example mine seems to be quite average and requires 1.28v for 4.5 and 1.38v for 4.6. I can't get to 4.7 under 1.4v or with acceptable temps. As you can see the difference in volts required for me to just go up 100mhz from 4.5 to 4.6 is pretty significant which leads me to believe my chip is pretty much at its limit.
