Starting up issue

Hi all
My PC works fine but sometimes when I shut it down it will not start up again until I have done the following:

switched PC off (physically at the back)
remove power lead
Press the PC's on/off button a couple of times

I then plug the power lead back in and it starts up fine again.

The only other thing that happens when it wont start up is that the keyboard lights flicker.

PSU?

Try changing the cmos battery on the motherboard a weak battery can cause such issuies..
