Statuatory Rights

It means that the rights that the seller of a good grants you cannot, and will not, override the rights afforded to you by law.

For example, a clause that goes like this in say a Theme Park.

54 - The company should not be responsible in anyway for any injury or death occur on the rides and machinary provided on site due to negligence by members of the park officals.

A clause like these will not hold water in court, as by law death and injury cannot be override by an exclusion clause. Therefore it is your statutory right not to get killed on a theme park ride.

It's not that the existing law covers them but rather they're giving their assurance that the terms and conditions they give are in keeping with your legal rights.
