If I pay for a game off Stream do I have to have funds in paypal, or if the paypal account is linked to my bank account will it deduct the funds straight away? Will it then let me download the game or do I have to wait 7-9 days for the paypal transaction to be varified?

I can't be 100%, but I'm sure when I used Paypal before, without having funds in my account, it took the money from my bank account and gave me access to the game straight away.

I've bought quite a lot of Steam games through paypal and I've been able to play them straight away.

Yep, pulls the funds out of your bank account which is asigned to the paypal account.
The game(s) is/are ready to download instantly, found on your games list in steam once payment is sorted.
