Steam cd key problems

I apologise if this has been asked before, I've searched but cant find a relevant thread. I bought a retail copy of Counter Strike Source on the High Street but when entering the code to register with Steam it says its invalid due to that sequence already being registered.

Apparently I'm supposed to send all the paperwork (receipt, cd key reset form etc. ) to the USA! Is there an easier way that I've missed?

I'm trying to scan the loaf but its tricky. Would they accept a scan of 1 slice?
