Steam connection problems

Hi all, I have just installed steam but it says that i need to connect to the internet all the time, its basically this problem - http://forums.steampowered.com/forums/showthread.php?t=3131320&page=3
But i really don't want to have to re-install my OS again, does anybody have any other suggestions?

Maybe make another user account on windows and see if you can run it from there.
