steam crash issue?

hey guys, I recently did a fresh format of windows xp with all updates to sp3 etc. Before I did the format I copied the steam apps folder thinking I could just paste it in and not have to download several gbs of games (only hl2 and css) however when I open steam it loads into the start menu taskbar like normal however it just closes itself when I try to open games or servers or whatever.
I tried deleteing the clientregblob, or whatever is as it allows steam to update again and usually sorts out a lot of problems however no luck this time.

Am I wasting my time with this or will I have to re download both games through steam? So is there anything else I can do. If it is possible somehow Im sure a lot of people might do it whenever they have to do a format?

it's a similar issue with ea download as well if you re install windows whether xp vista or which ever flavor you use you need to re download the progs
copy and paste just dont seem to work
if your lucky you might me able salvage your save's
 
Copy and paste of my entire steam directory seemed to work fine for me a couple of months ago, maybe you missed something in just copying the apps folder.
