Steam : Error Code 51

None of my Stream Games start anymore, all Error Code 51

I've tried deleting everything from my Steam folder other than Stream.exe and steamapps but it just seems borked

Have you checked it is not still running in the processes. Then the only thing you can do is move or rename the steam apps folder. Then redownload and reinstall steam then move the steamapps folder back. Did you try that?

It all seemed to be a conflict with Airfoil, I un-installed that and now everything is working, how odd!!
