Dunno, any Valve employees a member here? If there is then the lads trying to mark up Just Cause 2 by 50p could well find themselves trouble .

I don't see any way that Valve wouldn't realise the vast majority of sales based on these offers comes from people pooling their money together in order to get the cheaper price.

They have the rule in the T&C's to cover their own back, but I will be astonished if anyone ever gets punished for doing this, well as long as the games are actually being past on at cost that is.

Same here. I can only see them punishing people if the games are sold on eBay etc. It would be ridiculous if Steam thought that everyone buying gift packs were buying them to give away to others at no cost.

Well the whole idea is to gift the games as just that, gifts.

That's the purpose, and the idea in theory, but in practice I would think most people wouldn't give them away for free. I think most purchasers would pool their money with other people who want to buy a copy of the game. The JC2 gift pack had 8 games. I can't see most people buying the pack giving the games away to 7 friends.
