Steam Games Icon

I've Steam games on my 1TB hard drive but clean installed Windows 7 today and loaded the folders back to Steam so I don't have to redownload all the games, however when I create a desktop shortcut for the games, it's just a white icon and not the game icon?

I sometimes get this issue, on desktop its fine as soon as I move it to the quick launch task bar it goes white.

does it not sort out once rebooted?
