Steam is completely broken

I went back to play some Gmod as I was bored and haven't played it in ages. I haven't played any games on Steam in ages so it updated and everything. Steam wouldn't start so I went add/remove programs and then did the fix thing on it but didn't overwrite any files and it started working. It stopped working again so I went to fix it again but accidentally uninstalled it, and I tried to cancel but it was too late. Now I was stuck with Steam on there but not knowing it was installed and my PC not thinking it was installed. So I reinstalled Steam ok and it worked but now it won't play games and keep giving me errors, and I can't uninstall it as it acts as if it has already been uninstalled and says something about LOG file being missing or something. What can I do? Is there a way of uninstalling it? Thanks.

And now it is decrypting GMOD files??? And now I realise I put stream lol. - fixed for you

Try downloading steam again then replace the main steam folder with the disconnected one.
