Steam link on a tablet?

Do you mean the AMD R9 380? It's a pretty old GPU but it will still work for Steam Link. I personally moved on to using Parsec instead however since it offers more controls on the streaming quality. Other apps you can check out compatible with your GPU is Rainway.

Steam Deck doesn't use Steam Link, it doesn't connect to your PC and run the games via that. It runs the game directly on itself, so it's pretty much a mini PC with Steam on it.
