Steam not in sync across windows accounts

I've tried googling and can't find what I'm looking for.

Basically I built a PC for my bro/nephew. My brother is the admin account and nephew is on another account. I created a steam account for my nephew and brought some games that he likes to play.

Now switching between accounts to make sure everything was working ok I have loaded up the game "toy box turbos" on both windows accounts but same steam account no problem

On Tuesday I decided I would unlock all the difficult cars to get on the game for my nephew but I did on my brothers windows account not thinking it would be an issue.

However when I sign into my nephew windows account and load up the same steam account none of the unlocks are there, like they are on different accounts but they are not.

Any ideas?

check under the game properties that its set to sync, not all games sync either and may store the saves locally on the PC as I have lost games saves before which are not synced on steam.

Thanks, it's set to sync on both Windows account but odly is using different amounts of storage space on each.

It's honestly acting like it's 2 different accounts when it's the same one. I'm going mad here trying to figure it out.

Fixed it, turned off cloud sync and manually copied over the save games from brothers windows account to nephews.

The problem I had was assuming that the save game data was in steam>user data. It was actually under user>Brothers sccount>saved games>codemasters>etc.
