Steam not updating after deleting clientregistry.blob

My steam wont update after i deleted clientregistry.blob, which is supposed to stop an error (which is totally irrelivent).

Can you reinstall steam but keep your games? I cant log into steam becasue it cant update. It just stays at 0%, what can i do?

try deleting everything in the steam folder except for steam.exe and steamapps

Nothing I do will fix this for me (permanently). I have to pause everything and then resume it to get it to update.
