Ah, was waiting for Oblivion to go on weekend deal for ages and when it finally did, I'm outta of the country and aparently cannot make purchases while abroad due to some stupid valve current location-store location rules

Make a new account and gift it? Might cost you a bit more in that currency but it should work. Alternatively just get someone at home (ie friend/relative) to gift it.

Dropped and email to the steam support and they have removed the lock from my account - I can now make purchases from any country - very helpful bunch.
