steam offline mode?

my computer is connected to the internet but everytime i run steam it says im in offline mode:S how do i take this off, everything else works, this only started today, weird.

im also with talk talk and it says on steam that it has problems with talk talk sometimes, something about throttling so how do i bypass this? sooo weird, i am on a router which is on the first floor, the computer on the third so no plugging it in. any ports i should do or something?
