In a round-about way, yes. You can backup games to your NAS box, then restore them later if you want to play them again. Its pretty well documented, a quick Google search should get you the information you need.
You can just drag and drop the game folders to and from steam/steamapps/common. If the game is in that folder when you click install in the steam client, it will detect all the game files and install the game without downloading anything (presuming all the files are fine).
