Steam pop up windows and paypal problems

Reinstalled steam a couple of times and I've also removed everything from the steam folder except steamapps and steam.exe

Windows 7 64 bit.

Whenever I click to see a screenshot of any game steam hangs, but doesn't crash. The same happens if I try to pay by paypal for anything, it hangs for about 1 minute when it's meant to be directing me to the paypal site then I'm able to use Steam as normal, but the redirect never happens.

Paypal works fine in both IE8 and FF, popups work fine in both too. Any ideas?

Typical, fixed it 20 seconds after posting this. Opened up IE and it had the "restore last session or go to homepage" prompt. Worked after I'd clicked passed this. Clearly it's IE 8 related. Will have to check it in the future if I have problems viewing screenshots etc.
