Steam question - forcing first time setup

I bought Fallout 3 in the steam sales. I went to run it and got the first time setup thing, and decided to cancel it and do it later. It is now later and when I come to run it, it skips the first time setup, trys to run without the first time setup, and crashes. Now, I assume I can fix by backing up and re installing, which I will do in the morning, but I'm wondering if there is a way to kick off the first time setup manually?
 
Sorry, wasn't clear. It comes up with the launcher, but when I click play, then it crashes - it blacks the screen like its launching the game, then gives em a "This application is not responding" type window.

I tried your suggestion Tune, got the same thing, although I'm guessing that's because I didn't explain the issue properly :)
 
Tried verifying the cache?

right click fallout 3 > properties > Local Files > Verify integrity of game cache
 
Normally whatever the pre setup are installed are located within the installation directory, look to where its installed, normally theres a "redist" folder with Directx setups, gfwl or whatever is needed to run the game. Just run the verify cache etc first before looking.
