Steam sale confusion

So Train Simulator: Portsmouth Direct Line: London Waterloo - Portsmouth Route Add-On is on sale at £12.49, but if I buy the actual Train Sim 2019 game for £7.49 it includes that route.

Question, I own the game already, so will I be allowed to buy the game again with that route, as buying that is cheaper than buying the route itself?!
 
You can buy that package yes as far as I know, but you usually you don't get an extra copy of the base game, it should say when you add it to the basket if you get an extra copy or not.
 
Just add it to cart and Steam would show you the warning in your cart.

I done this recently, bought the deluxe version as it was cheaper than the season pass. Just adds all the parts you don't have to your account.
