A friend of mine is giving me access to his steam account to try a couple of games before I buy, Just Cause 3 being one of them.

Question is when I log back into my account and buy the game can I pick up where I left off on his account. (same computer)

If you copy the local save over then you should be able to. If it's cloud only then I doubt it as it's tied into the steam account.

Cloud saves are also saved locally they just then get uploaded/downloaded when you start/exit game.
Ive not heard of any saves which actively attach themselves to a steam account.
That said try using steam family sharing with your friend.
After active you can use any of his games if he is not playing them and you will have your own saves.

Correct me if I am wrong but you can't transfer game saves from one usertag to another.
Corrected, you are wrong.
This may be game specific but at least some of them you can depending where the save is held and what the save contains.
E.g Counterstrike and team fortress obviously cant be moved between accounts but single player games generally just have a user independent xml save file you can just move around if you need to. Ive done it before on a few games.
There is of course no doubt some games which for some reason would tie a save to the user but I cant think of any.

Skyrim you can so long as its cached locally on the hard drive. You can even download 99% complete savegames from Nexus etc. Pretty sure most single player games are like this.
