Steam still fails to connect... >:(

My Steam only seems to connect properly a third of the time, despite that my connection is absolutely fine and I 'Retried Connection' about twenty times.

I even forwarded ports for 'Steam Client' and 'Steam Server' - then checked them using 'PortChecker' from portforwarding.com, which said they were Open - and still, it refuses to connect...

Please, can anyone help me? This is really starting to annoy me now.

Windows Firewall - Have you checked this?
Uncheck DONT ALLOW EXCEPTIONS and check that Steam is added to the exception list.
