Valve are pretty smart at getting people to give them money for stuff they will probably never use more than once
Its now an "achievement" to buy a random bunch of games with a cheap lottery associated with it? Its smart but on the same sort of level as lotto draw junk mail. If they make money then good for them, it just seems a kinda low way to do it, like taking advantage of a gambler mentality like with TF2 keys
I'm not saying that applies to everyone who buys the games, but you can see the thinking behind it for Valve and I don't like it personally

What is the point of this? Do valve really expect people to buy ~20 new games that they probably don't even want but to get a new hat? Either valve are completely off their rocker or there are some really sick tf2 degens out there
Also, this does indeed look like the start of the Steam Christmas sale.
No one is making you buy the games. And at least the games which feature the achievements are cheap. And the achievements are easy to get!
