is it normal for steam to take ages to update?

currently at 28% and has been for about 30 mins.

fresh install on windows 7

Cancel.

Open your Steam folder.

Delete ClientRegistry.blob.

Restart Steam.

no need to delete that file just try restarting

if that continually fails then delete that file

is it downloading as i find no evidence of net traffic?
