I'm fairly sure a VAC ban affects all (online) games registered with that account.

For every game of the same engine, so get banned in CS:S then bye bye DoD:S and HL2M but CS and CS:CZ will still be playable.

You'll do well to format your pc first before creating a new steam account, thus making sure all remnants of the hack have been removed.

Otherwise it's quite possible VAC will sniff it out again and ban your new account. Unlucky.

All he needs to do is restart and make sure there are no dodgy files in his Steam or any system folders and he'd be pretty safe, cheats don't just load themselves.

Ha, wouldn't bet on it, you never know what you're getting in addition to the actual hack. Next thing he'll be complaining that his steam account's been hacked, and wondering why.
