Steam won't let me upgrade from AE to Ultra?

Was trying to play SFIV AE there but it seems I can't get a match up. I was thinking maybe If I updated to Ultra I would get a game? So I installed steam and tried downloading the AE to Ultra upgrade but steam tells me it can't download as I have to have Ultra installed first?
What's going on lol
