Can Steam games be 'gifted' to another user once you have bought them?

I think if you buy two of the same game, one will be automatically shown as a gift.

You can't buy two of the same game for yourself. If you already own it when you try to buy it, it will tell you that you already own it, and the only option is to gift it.

If you already own a game in a pack that you buy, (like if you buy a Bioware pack but already own ME2), you will NOT own a second copy to gift, that only happens with Valve games.

Once you own a game and it's in your library there is no way to gift it.

Unless it states that it is gift-able.

For example, if you pre-ordered DXHR you got a free copy of Deus Ex that if you already owned you got as a gift instead.

Apart from cancelling pre-orders I don't believe there's anyway of getting a refund/removing the game from your Steam account apart from extenuating circumstances (i.e. From Dust DRM)

Which is against the steam ToS, plus incredibly risky.
