Not ideal but you can do a small OC, just not 4.5ghz for the cost of a decent cooler if your serious about OCing your cpu it'd be highly worth it.

Benchmark your system see how the current cooler performs.

I doubt you will have much temperature headroom for overclocking.. maybe 3.0-3.1GHz My [email protected] under NH-U12P with 2 fans ran 65-70c.. and U12P is quite a bit better than stock cooler.
