Stock cpu and gpu fans quieter?

Can you make the stock amd 3200+ am2 stock cooler quiter to nearly silent levels without buying anything?

and can you make the leadtek 6800gt pcie to nearly silent levels without buying anything?

if so, would it affect stability and what program would be needed?

Try speedfan for the cpu cooler and gainward expertool for the graphics, watch the temps though especially in this weather
