Stock intel hsf speed help

Just installed a E4400 on the Asrock 4CoreDual-VSTA board and all is okay except the fan is at 1700~ rpm and hasnt changed, regardless of temperature, which obviously shoots up when i run a game or something.

Anything obvious you think im missing?

maybe the fan is fualty? you tried a different one?

I don't I'm afraid, just the stock HSF that came with the chip.

is it even set in the BIOS to dynamicly change with temp?

That is partly my question, I can't see any option like that in the BIOS else I would change it and see what happens.
