Saints Row 3 for instance, loading a saved game takes ages with vsync on, no vsync its a few secs.

I've was playing SR3 the other day with V-sync on, i'll have to load it up tonight to test but I honestly didn't notice it taking long to load at all.

Could be a bug with the game, and not vsync itself. I've seen this happen with AA in some games; turn on AA and the game takes significantly longer to load up.
Also, frame limiting and high refresh rate monitors will not remove tearing, only reduce how noticeable it is to the eyes.
