Stopping a fan using a PWM hub - Can it damage it?

Hi all,

I recently bought a new Cryotech H5 CPU cooler that I have plugged into my H440's fan hub. I have it set so that the fan doesn't receive enough voltage to start spinning until CPU temperatures reach 40 degrees. I really enjoy seeing the fan spinning up and stopping every now and again (simple pleasures!) but am wondering if this is likely to damage it?
 
I use Asus FanXpert software to control my fans and have the front intakes and top exhaust set to kick in once the CPU passes idle temps via voltage control so this is something pretty widely used and not something you need to worry about.

I can't get my H440 hub to work :(. I think it's faulty becuase it doesnt even spin when the cpu is under load.
