I think the easiest way to do this would to look at the seasons (tornado season) in the U.S. book a trip during this time and hire a van, also read up about the actual specifics on saftey, I know that sounds silly with you chasing a tornado, but safe distances, trends in topographics(sp) and the behaviour of tornados.
not sure if places do the "package tour" version of it tho.
