Strange bios issue, help appreciated

Dear all


I bought a motherboard (Asus z170i pro) for parts that had been described as "encountered an issue during a BIOS update"
I have since found out that the buyer seems to bend the truth a bit and I seems to have a pretty solid "no returns" strategy planned out so...

here is my issue:
The motherboard boots straight into the bios flash utility to complete a previously failed bios update.
I choose the .CAP file as usual and it is read normally
The bios update occurs very quickly (less than 2 seconds) and the system attempts to reboot
The system then hangs, power is lost to all peripherals but fans keep spinning and no image is displayed (this carries on until power loss)

So I have tried the following:
Updating using an older .CAP file (which does not work, as bios returns something along the lines of "invalid bios file")
Buying a new bios chip and physically changing the chips (this resulted in power cycling with new bios chip)



I then proceeded to experiment further.
I remembered that the bios files are stored in the system ram so I used the original bios chip to boot into the flash utility and then changed the chips.
I then attempted to flash the new chip
The system then booted into the bios, fantastic? nope! as soon as power was lost, the mobo would only power cycle. (I could reset the pc and it would boot normally but powering the pc down would result in power cycling)

I can repeat the process but it is extremely tedious, and would mean a 5 minute ordeal every time my pc lost power.

If anyone has any ideas on what the problem with the motherboard is then please could you help me out.

and before you ask, I am not the original purchaser so I think an RMA is an unlikely process, seeming as how anal asus are with their RMA process.
