Strange boot issues (possible case short?)

I've been having boot issues with my pc (working fine since March until now). Sometimes it will fail to post and loop, other times it will enter windows but then power off and enter a boot loop. I found that it would boot consistently (and stay on) if something was plugged into the front usb 3.0 port (case ports) which I can't find an explanation for (around the time I noticed the fault I had plugged a powered hdd enclosure into one of these usb ports, no idea if it's related). I've since tested everything outside of the case and it appears to be working fine, I then popped it all back in the case and the problem recurs. I can't see anything obvious that would touching the motherboard etc, and have no idea what could be causing the issue. Does anyone have any suggestions on how to go about troubleshooting this? Could it still be a problem with a component (motherboard?). Thanks
