Strange colour issue with Photoshop Elements 6

I am running Vista 64 Bit Ulitmate as my OS. I am having an issue with getting White to display in Adobe Photoshop Elements 6 and in Windows Photo Gallery. It displays as Cream instead. In all other application White is displayed correctly.

Any thoughts guys?

Windows' colour profile would be a reasonable guess. Are you using/have you used any monitor calibration software? If you've used some, it could be that. If you haven't, you might want to try.
