strange connection-hacker or not?

HI i have wireshark and I run it for the duratnion of the PC is on however im getting a strange IP ,which I can't tally with kerpersky internet security of comodo firewall, so its probley caught up on the hubs firewall

IP Address: 63.211.111.104
Hostname: unknown.Level3.net Reverse DNS

not sure if that means anything to anyone not sure if it is suposed to be connected to my hub, however according to wireshark it is connected to my IP that my hub gave to my PC but I can't see it on netstat in CMD.exe or my two firewall apps. have any of you guys got it or had it and is a security risk to me and my PC and the netowrk as a whole

well I managed to track it back further it seems to be some sort of american backbone inter net provider
