Strange CPU Speeds

I just set up my new PC and got these readings on CPU-Z

My CPU should be running at 2.13Ghz shouldnt it rather than 1.58 Ghz?

My memory is DDR2 667 so shouldnt it be running at 333Mhz rather than 263Mhz?
 
All CPU/Ram settings are set in the BIOS.
You can disable EIST, C1E etc, and change the CPU:RAM divider to 4:5 instead of 1:1 to get 266:333 which is 667Mhz DDR.
