strange g sync behaviour any help be appreciated

the game name is thiefs simulator, anyway i turned my max hz from 144 to 60 at first it was to see if v sync was on for the game ,,, anyway so nvcp v sync setting set to use 3d app for this game profile and g sync set to on then set the ingame v sync option to off , and weirdly the G sync is acually whats casing the fps lock at my max hz (its the same if i set my display hz to 100 or 60) , so with v sync chalked out and fps limit in game chalked out (120) the only thing left is g sync and i found it to be the only thing thats limiting my fps to my refresh rate (like double buffer v sync would normally) ,, , hope you guys can have a look for me would greatly appreciate it :) thanks EDIT ... could this just be a quirk of some kind ? i would like to know the answer if anyones got it and knows a lot aboutg sync or could recomend me a person here to message and ask that may be good.

I am not a huge expert on the subject. As far as I know, in it's early days the NVIDIA driver did limit FPS but it doesn't any more. Course, I could be wrong about that, but there has always been a recommendation by NVIDIA to set the max frame-rate in the NVIDIA control panel to two fps less than the monitor setting, which makes the question academic.
