Strange issue with USB in Windows 10

Today I noticed my computer has an issue reading from USB Drives.

The USB Mouse & keyboard works fine but when I plug in a USB flash drive the computer wont see it until I've restarted the computer and then it reads from it, the when trying another USB flash drive the problem starts all over again. I have to keep restarting my computer every time I want to read/write to a flash drive.

The flash drives are fine as I've used and tested them on other computers. Its doing it with every single USB drive.

Does anybody recognize this issue?
 
Lack of USB power to that particular port?

Not all USB ports are created equal, easy answer would be a powered USB hub if you have one, plugging it in via that. I usually find any oddity in using usb drives tends to come down to power or power settings to be honest.
 
Could be something as simple as Windows sleeping the port to save power (Control Panel > Hardware and Sound > Power Options > Change plan settings on the selected plan > Change advanced power settings > USB settings > USB selective suspend setting > Disabled)

Or it could be a similar BIOS setting, if you have USB Device Tree Viewer running when you plug it in does it detect that something has been plugged in?
