Strange lag problem opening apps windows 10 new setup

Here goes this is really strange, i recently did an upgrade consisting of...

Asus maximus xi hero
9700k at 5ghz all cores
Corsair h150i pro
Seasonic focus gold 850w
Samsung evo 970 plus m.2 nvme
Gpu is an amp extreme 1080ti

Everything has been fine for the past couple of weeks but all if a sudden out of nowhere I'm starting to get what looks like some sort of lag minimising and maximising some windows, YouTube for eg has a slight 1/2 freeze switching from full screen back to window and vice versa, opening and closing apps has noticeably slowed down not instant anymore, used to be really quick at opening apps now sometimes theres a delay opening and closing them, first i thought gpu but can't be because although the drawing of maximising and minimising could be gpu it doesn't explain the lad opening apps.

I should add I've tried all manner of different Nvidia drivers, tried installing and uninstalling the Samsung nvme driver and the kicker even done a fresh clean install of windows 10 x64, i just don't get it, all benchmarks are fine cpu, gpu and m.2, all temps are perfectly fine, can't understand what's causing it, sometimes to the point trying to go full screen in YouTube just feeezes for a second then goes full screen, can anyone shed any light on this? Thanks CorsaiDonnie,Myr ram is clocked from 2400 to 3000 1.29v this has been fine on my previous 6700k setup and has been for 2 weeks, it has just completed a windows memory diagnostic without errors.

Yes thank you Stephanie, all drivers installed that can be installed other than the chipset for the z390 as asus's seem to older and also I've just upgraded to 1903 windows 10 which should have sorted that out anyway,

Have you tried an SFC scan?

Thank you i will have a look at that when i i get home from work, yeah I've tried sfc scan before i did a clean install which did find corrupt files and also again after the clean install, since the clean install there's no corrupt files, it does feel slightly smoother bu still doesn't feel right, best way i can describe it is like a lag spike before performance kicks in.

Some other things to check and try, may seem silly, but worth a punt.
Bios updated?
Chipset updated?
Advanced system settings > performance > settings > adjust for best performance
Advanced system settings > performance > settings > virtual memory > custom size, initial size (set what's recommended) and Maximum set double the recommended.
Remove any over clocking and set to default, just in case its a power lag

Thanks, everything is updated apart from I'm struggling with the chipset driver, asus's site has got 2 versions on their website for this board "Asus maximus xi hero" the later dated version is older than the newer dated version and they look like different features for some reason, I've tried Intels chipset identification utility and that says nothing available for this chipset so I've left it at windows default, i have however just updated windows 10 to 1903 but that's made no difference.

Ok I've tried all these combinations now and still no go, i just don't get, everything was fine for a couple of weeks, it's things like trying to open the power settings in control panel there's like a 1/2 sec freeze/hiccup before it opens, i put everything back to stock and still the same, tried clean install Nvidia drivers, different chipset drivers ie windows default, Asus chipset drivers and intel chipset drivers, next step i think is doing a bios default to see if something has messed up in the bios, other than that I'll try the sysinternals log that thorpy suggested, really annoying the fact it's responding slower than my 6700k maximus VIII hero setup.
 
.. have you disabled any 'animations' on window restore/maximise ?

.. maybe doesn't make a difference , but do you have many windows open/being overlayed, or a (resized) dektop background ...

switching utube to full screen may change display mode - is it to direct3d ? and could engage windows 10 hdr stuff maybe , so that maybe 'special'

I did try disabling everything and setting it to maximum performance but it didn't change anything, I even tried setting power profile to max performance so the cpu doesn't clock down that is not working either.

I'm getting quite a lot of hard page faults in latencymon but I've been told it's normal also the software is not accurate been advised to check resource monitor for page faults and there is none at all yet latencymon is reporting thousands of them, I've set a manual page file no difference, i am getting dxgkrnl.sys and nvlddmkm.sys latency spikes in latency mon that go quite high in the red but I've tried all Nvidia drivers and no difference also been told that even though it sounds like gpu dirvers with latencymon that doesn't mean that's generally the root cause if the spikes, also I've been monitoring latencymon and watching the real-time bar at the top and that does spike in the read every now and again not that often, can't understand it, was fine for 2 weeks, performance is there just this annoying micro stutter randomly opening even the simplest of apps.

It's difficult to pin down the culprit, and you seem to have done a lot of troubleshooting. Have you tried to remove the GPU, and just use the built in Intel graphics? This will then rule out the GPU being at fault.

That's something i haven't tried but my 9700k doesn't have internal gpu unfortunately, the other 2 things i i haven't tried is clearing the cmos and starting a fresh or i do have my gpu mounted vertically with the cablemod vertical pcie bracket so using their pci e extension ribbon cable, i don't think it's that because it's been like that for about a year but just to troubleshoot I'll connect the gpu straight to the board and eliminate that, unless these things are prone to emi interference and something i haven't set in the bios I'm not 100% sure if any spread spread spectrums are enabled or not will check again tonight after work, thanks.
 
the recent revisions for browser hardware acceleration (especially firefox), or utube doing that, are not contributory. ?
 
Page faults relate to memory. Might not solve it but you can eliminate it as a cause by testing anyway, put the ram back to default settings and see how the system is.

I know you said it passed memory tests ok 'as-is' but it is worth it imo.

Either way, good luck fixing this horrible type of problem;)

After lots of testing i can confirm it's windows 10 1903, it seems to be a common issue doing a bit of research online, not decided whether I'm going back to 1809, rather annoying issue.
