Strange phishing text?

I've since deleted it but I had a text earlier saying

"This is Orange customer services, please dial 249 from your Orange handset free to speak to us" or similar.

Thing is, i'm on vodafone!

is this a really pants attempt at phishing ?

I seem to remember my Mum getting something similar. The thing I can't work out is how it'd work. I thought the 3 digit numbers only worked internally, i.e. it won't go cross-network.

I used to get them when i started my Orange contract, so i phoned it and asked them the logic behind me paying/using my call time to phone them, to ask me, how my contract was going/how happy i was with it!
Never had one since. lol.
