strange phone call

Just had a wired phone call from someone with the number 0123456789 it was to the home landline phone, anyway i picked up and said hello straightaway but the female voice replied sorry that was an incorrect response so i put the phone down and about 5 seconds later i lifted the phone back up again as i was going to do 1471 but the voice was still talking and i heard it say something like "congratulations" so i put the phone down straight away. Its more than likely some telemarket rubbish just with it saying congratulations im worried im gonna end up getting billed for something. But how can the line still be active if its been hung up for 5 seconds?
 
If they don't hang up then they stay on the line when you pick the phone up. They don't hang up until the message has finished playing.
 
been reading on the net that its a Skype number but telemarket firms are sneekily using it too. just my luck i will end up with a huge bill for some rubbish :(

I just had the exact same thing. I told 'her' to **** off, literally. :o

i had this over and over, i complained to BT, they said it wasn't their problem as it was coming from out side the UK, bunch of useless pluckers.
