Strange POST / Boot Issue

Have a very strange issue at the moment with my rig, spec is as follows

Tagan 500w PSU (5 Years old)
AMD Phenom II X6 Six Core 1075T
**B Grade** Asus M4A78LT-M 760G
OCZ Special OPS 4GBDDR3 (2x2GB) PC3-12800C8 1600MHz Dual Channel Kit x 2
Maxtor 80Gb IDE Drive
Seagate 160Gb SATA Drive
Seagate 250Gb SATA Drive

Had an odd issue a when selecting shut down in windows the PC would shut down, but not power off. When restarting the pc will restart but not POST. When booting the other day Windows 7 went in a boot loop, restarted in Safe Mode and everything was fine, system restore etc did nothing so did a fresh install. Strange thing was that in safe mdoe, reboots and shutdown worked fine. Everything was fine, did updates, rebooted and boot loop again! So this weekend went to do another install and after the install completed and the last stage is to reboot, the pc would reboot and not post.

Even stranger thing is that when I was copying files using Mini Windows XP on Hirens Boot Cd, the PC restarted and would not POST.

So here is what has been tried so far

Install Windows 7 From USB Stick
Install WIndows from CD with all 3 drives in
Install Windows with Just 80Gb
Install Windows with Just 160Gb
Install WIndows with Just 250Gb

Is this looking like a PSU issue, or a mobo issue?
 
what graphics card does the system have ?

have you checked that the mobo doesnt need a bios update etc for the 6 core processor ?

you tried running with just one stick of memory + each memory dimm in different slots.
 
As above, you should try a BIOS flash.

The Asus EZ Flash tool is very simple to use and may give you chance to enter Windows - don't forget to clear the CMOS after a successful flash.

If you do get into Windows be sure to update the latest chipset drivers from the Asus website etc.
 
Ran memtest over night and no errors were reported, all banks on the Mobo are taken so can't move them around.

I'll try a BIOS flash, it had been working fine since about May.
 
anything changed since then, hardware, software, different power socket etc.

Nope no change, the only thing really is took my graphics card out for troubleshooting, and left it out as don't really need it. Just using on-board. The same thing happens though if I put the card back in.
 
Have you tried another power supply? Iv'e had pc's that would start up but no post and it turned out the psu was dying, it had enough power to start but not to run stable.

Have not got access to another PSU, seems strange that it can run in safe mode and boot cd?

I was thinking power, but wanted to know if anyone else had that.
 
The reason I was asking is because if the UPS service is enabled but it doesn't detect a clean USB or serial connection to the UPS, it could cause this behaviour in normal mode but not safe mode.
 
Ok, updated BIOS did nothing. Now seems to happen if I'm in Mini Windows XP and then press the restart button on the case, will not post after this! Additionally, if I hold in the power button, the PC will not power off.

Checked all power settings in the BIOS.

Screwed PSU?
 
Turns out its a faulty PSU, borrowed my Dads and it installed windows fine and ran fine.

New PSU shopping i go!
