Strange problem after motherboard RMA

Heya guys, since getting a replacement P67a-G45 B3 motherboard under RMA I've been having a number of problems.

Firstly, my cpu now requires as much voltage at 4.2ghz as it did at 4.5ghz previously and won't clock any higher than 4.2ghz.

Secondly my graphics card (Msi TF3 6950) becomes unstable and artifacts when I do even a moderate overclock.

Third and the strangest of all problems, if I turn my TV on (main display until I can afford a desk + monitor) before I boot the pc it'll hang in between the bios and windows for a good minute or two, when it finally gets past this hangup it'll take a minute to hear the "usb device recognised" sound and allow me to use my mouse + keyboard. However when I turn the TV on after the pc it boots within seconds (SSD).

Any advice?

As for the CPU overclock, as you know, not every CPU is the same when it comes to overclocking, so just because your friends can do XGhz, does not mean yours will. This is the same with motherboards, just because your last could, does not mean this will.

update your motherboard Drivers and start the overclock from scratch, as this might be affecting your GPU, which in case, could be affecting your TV and Start up.

Bios and chipset drivers are up to date and apart from the replacement motherboard (same model) everything else in the system has stayed the same. The overlock was done manually, tried underclocking/under volting and giving slacker timings to the ram, multiple power cables etc (semi-modular psu)
 
If the CPU overclock requires more volts and the GPU is artifacting then it could actually be that neither are receiving the volts they are requesting, or the voltage is not stable and keeps fluctuating.

Specifically what was wrong with your previous motherboard? May it of actually been a PSU issue? that the current motherboard seems to be handling better?

Test with another PSU if you can, or check the voltages from PSU via bios if supported
 
The last board went back and was confirmed to be "power cycling". I'll check voltages tomorrow as I've just finished work. Thanks for the advice so far :)
